Orange County Selects LANES for QHIO Services

LANES grows beyond Los Angeles to provide the secure exchange of health information to deliver coordinated and timely care, improving patient outcomes, and increasing well-being for county residents

LOS ANGELES, May 15, 2025 /PRNewswire/ — LANES, a California Qualified Health Information Organization (QHIO), today announced it has been selected by Orange County (OC) for health information exchange services for the OC Health Care Agency (HCA). The partnership will enable secure data exchange across the HCA’s clinical, behavioral, and public health systems in support of whole person care and in alignment with the federal Trusted Exchange Framework and Common Agreement (TEFCA), California Data Exchange Framework (DxF), and Behavioral Health Quality Improvement Program (BHQIP).

The HCA delivers a wide range of essential services, including public health clinics, behavioral health and substance use programs, correctional health services, and population health initiatives. LANES will support permissible and consent-based health and social data exchange to improve the health and well-being of the Orange County community, delivering a single, longitudinal record for patients and clients participating in county services.

As part of the agreement, LANES will deliver the following services and support:

  • Comprehensive Data Exchange and Standards Compliance: LANES will integrate with the HCA’s two EHRs (Electronic Health Records), Oracle Health (Cerner) and NaphCare to support secure, standards-based data exchange using Fast Healthcare Interoperability Resources (FHIR) and Health Level Seven (HL7).
  • Scalable Data Services and Access: LANES will provide a SaaS-based, scalable platform with advanced security architecture, robust patient identity, and consent management. The platform facilitates the exchange of permissible and consent-based health data for public health, behavioral health, correctional health, and social services use cases. The platform enables role-based access via secure web and mobile portals for both patients and providers.
  • Ongoing Support, Integration, and Reporting: LANES will provide technical assistance, training, and coaching services to help the agency and care providers to integrate LANES patient insight into their workflows to achieve the HCA’s goal of improving care coordination, reducing costs, and enhancing outcomes for patients, while assisting with meeting all county and state reporting obligations for data use and performance.

In addition, LANES may support Orange County’s vision of providing a data sharing platform that enables collaboration with community partners, including hospitals and health plans.
